Barbara Elias is the Sarah and James Bowdoin Associate Professor of Government and Legal Studies at Bowdoin College specializing in international relations, insurgency warfare, national security, U.S. foreign policy and Islam and politics. She received her Ph.D. from the University of Pennsylvania in political science, and served as the Director of the Afghanistan/Pakistan/Taliban Documentation Project at The National Security Archive in Washington D.C. for ten years.

Additionally Prof. Elias was a 2022 Non-Resident Fellow with the Irregular Warfare Initiative, a jointly sponsored program between the Modern War Institute at West Point and the Empirical Studies of Conflict Project at Princeton University and since 2024 has served on the editorial board of the Irregular Warfare Initiative, supporting their mission to provide a forum to incorporate irregular warfare competencies in the context of modern national security strategy.

Research interests include: counterinsurgency, military intervention, proxy wars, power asymmetries, alliance politics, foreign policy processes and coercion.
